What's fixed

• Conversations with a future service_window_closes_at are treated as open/freeform-allowed even if an older status webhook left service_window_state as template_only.
• The inbox status badge and outbound send eligibility now use the same effective service-window decision.
• Bumped the worker build marker so Railway rolls out the shared package changes.

Notes

This is a follow-up to v0.15.56 and covers existing CTWA/referral-conversion conversations where Meta status events had already left a stale template_only enum alongside a valid future close timestamp.
