Template version foundation

template_versionsandtemplates.current_version_idso WhatsApp templates can be tracked as versioned assets instead of mutable rows only. - Add deterministic content hashing, version scope validation, and read-only RLS for version history.
- Create or reuse template versions from manual template creation and Meta template sync paths, laying the groundwork for per-version performance analytics.
