Canonical phone-routing concurrency guard
Meta phone-number ownership is now protected at the database layer during concurrent channel discovery. The routing trigger serializes claims for the same phone number and refuses cross-workspace reassignment, preventing webhook bursts or parallel setup flows from silently moving canonical inbound routing.
